Dear Sr.

We received and analyzed the documents sent by CHUC ( please see file attached)
as well as the outer documents previously sent by you.
However we have concluded that due to the time that has elapsed since all facts
occurred as well as all the actions of the State ( more than 10 years) we don't
see the possibility of a viable reaction. All reactions have a legal deadline,
following the viable reaction to the extent that all reactions that could be
considered have a shorter legal deadline than the one that has already passed.
