The "indent-region" function of any of the modern varieties of Emacs
(FSF, Lemacs, Epoch, Mule, etc.) will do this for you, either
interactively or in "batch" mode. You'll have to learn a little and
perhaps write a brief elisp function to do it noninteractively, but
it's categorically a good thing for C++ programmers to learn a little
lisp...
